The progress with respect to this promise has followed a curious path:
On June 17, 2014, the Union Minister for Human Resource Development Smt. Smriti Zubin Irani mentioned that a new Central University for Himalayan Technology will soon be set up in Uttarakhand, and that the institute will also have international faculty. This was mentioned by the Minister while having an interactive session with state representatives at the Conference of State Secretaries of Higher and Technical Education in New Delhi.
On July 10, 2014, the Union Finance Minister Shri Arun Jaitley - while presenting his maiden budget in 2014-15 - said that "there is a great need to increase the capacity in the country for Himalayan Studies" and proposed to set up a National Center for Himalayan Studies in Uttarakhand with an initial outlay of Rs. 100 crores.
As on January 30, 2015, no meeting of the Standing Finance Committee of the Ministry of Environment, Forest, and Climate Change had been convened to discuss the next steps on establishing the said University.
On November 30, 2015, in response to a question posed to the Government in the Lok Sabha, the Union Minister for Human Resource and Development Smt. Smriti Zubin Irani said that there is no proposal at present to set up a Central University dedicated to the Himalayan technology.
Vaada Raha Note: While the statement given by the HRD Minister in November 2015 would be enough to rate this promise as "Broken", it is important to note that the nodal Ministry for the announcement in the 2014-15 Budget was the Ministry of Environment. It is likely that the Government is proposing to set up a National Center for Himalayan Studies instead of a Central University dedicated to Himalayan technology, and for the same reason the implementation of this promise is no longer in the domain of the HRD Ministry. We are currently collating further information about the same and will be updating this promise accordingly. However, till such information is received, this promise will be rated as "Stalled".
